    I don't think that the 12V on the terminal block is up to supplying much current, but there is a 12V point near the block of capacitors, which is usually nearer to 11V, but can supply plenty of power. I think that the best place to connect a control is via the keyswitch connector.

    Yes, it can almost certainly be repaired. The charger is basically just a switch; your car is clearly communicating with the charger successfully, so it's probably just a faulty contactor.     A faint buzzing from the contactors is normal; a loud buzzing can mean that the contactors are failing. Your capacitors are OK btw.
