3.0 OTA - who has it?

Nobody has it yet here in the UK.

VW have setup a 3.0 OTA ‘trial’ from the Facebook groups, and I believe some people who signed up for that are receiving emails to agree to the terms and conditions for it.

I think it kicks off on Monday here (and elsewhere in Europe) and assuming those updates go well it will rollout to everybody else who has 2.4 sometime after that.

That’s correct, the car no longer tells you the download progress, it just alerts you when it’s ready to install. 👍
