How do I tell if it’s a 16 or a 32v amp cable? Where do I look ? thanks
Go to the consumer unit, hopefully the MCB has been labelled.. check what size the EV MCB is; 16/20a is a 16A charger, 32/40A is a 32A charger... cable size is dependenable on how it has been installed usually 3x2.5mm or 3x6mm...

Is this for a new home with an evcp already installed?

Just measure the cable and it’s 6 mm by 12 mm

In addition to the above, the feed may well not come from the CU, in fact it's a great deal better to take a feed from the tails, via a small additional CU that can contain the needed protection devices (an MCB alone is not compliant for any charge point installation).

If the cable you've measured is grey T&E, then those dimensions tend to suggest that it's only 2.5mm², so not big enough to supply a 32 A charge point.

As jeremy said, measurments suggest twin and earth... have a look on the cable for writing, what you are looking for is something along the lines of 2 x 2.5 + 1.5
