I find it interesting that there is no mention of the Ampera possibly being quieter than other vehicles, also I wonder whether the cyclist may have been wearing a headset as so many are these days: that would make it even more likely that they might fail to notice an approaching Ampera. However all that is just guesswork. What I do know is that the pedestrian warning beep is useful when approaching cyclists or pedestrians who haven't clearly seen you approaching.
