An ex-colleague of mine bought a nearly new 2018 GTE with 9,000 miles and the car always indicated 23 miles of range. I think VW tweaked the GOM to be less optimistic. It is very hard to get 28 miles from a GTE, 20-22 miles does seem to be the upper limit.
