I have a Tesla Model S Loaner while my Model 3 is being repaired. (My Model 3 Experience )

Usually the clock is displayed but now and again the energy meter (?) pops up in its place. It’s all very random. Is there any way of displaying the power usage meter permanently, as the infotainment screen displays the time?

Yes - as said - hold down the wheel until a menu pops up, scroll to the one you want and then press the scroll wheel again.

The left one will get over ridden by the sat nav is youre using it.

The right one will get over ridden temporarily by the power meter if the battery is cold or the warning/notification triangle appears (usually when the battery has wamed up and the regen limit is being removed) returning to what it was displaying before.

Although pressing and holding the left scroll wheel enables you to change the display back to what you had before starting the Nav. Directions will then pop up in the bottom of the display at junctions etc.
