We at Drive Electric have procured 2 pre-registered (31st March) Mercedes C-Class Saloon C350e Sport 4dr in stock and ready for ASAP delivery in a set spec as follows.

Does/did that include VAT?

I see it says PCH, so that must be a yes...

What I do with these things is calculate the percentage that the effective monthly rate is compared to DriveTheDeal's price. If less than 1.25% then it's good. Although that's for 10k deals.

Yours comes in at 1.4% which is in "meh" territory for me. Best I've seen for a C350e is 1.29% (and that was a 10k mileage deal) it was an estate and on a 6+35

The car above has some nice options that probably add quite a bit to cost - being Mercedes. Our (short lease) C350e has the standard wheels and they might be good for ride but don't look great IMHO.
