Yes they are. One or two chargers at an MSA is ridiculous. I drive Leeds to Oxford return weekly and I don't ever these days use an MSA, there are plenty of off motorway options which are just as convenient.However, I often out of interest check the status of a charge point as I pass and they are invariably in use.
