EDAR from Heat Remote Sensing seems to be a very promising solution to policing Emission Free Zones.
This is good because it would Allow RE-EV's to access ZEZ's in Electric mode. (and could issue fines for running an engine!) rather than the Zones being for EV only.
EDAR is already on test in London, to see how well it performs as an emissions measuring system. More in the BBC Piece here Lasers to detect car pollution culprits - BBC News

@Simon Mac I'd be surprised if a Pay-to-Emit Zone has not already crossed Nottingham councils 'mind', as a way to make more money from motorists... (they probably won't do it though because they wouldn't earn anything from EV drivers!)
