I had the same problem with mine, the PEN protection device is a GARO unit. The voltage calibration was incorrect from the factory.
I called GARO and they told me how to set it correctly. No more problems since then.
I also called EO, but they had no clue about this problem.

Sorry for taking so long to reply. The Garo unit is designed to switch off current to the charger if the mains voltage falls outside the range 230VAC +/-10% (253-207VAC).
The voltage detector (made by ELKO) has red & green LEDs, behind a sticky label are the calibration pots as shown below:

You can see mine had Umax set too low, should be pointing to 253 and Umin should be set to 82%. Picture after Umax calibration below:

Not withstanding the advice above from @finchlean , if the installer claimed the OLEV grant on your behalf for the installation they have to provide a three year onsite repair service.
Unless you feel confident in your abilities and have the appropriate kit I wouldn't let the installer off the hook by making adjustments yourself. Even if the problem is not the PEN protection device and is the mains voltage being too high you'll need some evidence to support this assertion with the DNO - the PEN device should operate only in a range between 207 to 253 V rms so to exceed 253 Volts would imply that something is wrong.

 

The issue with the installer is that I have lost faith with them. Initially they installed the wrong unit (untethered), the charging performance was 4.2KWh rather than 7.2KWh and now this. Last thing I was expecting is for them to suggest I needed to talk to my energy supplier. EO has contacted a different company on my behalf and they will try to get it sorted now.
