This is certainly a big issue - though hardly an EV-issue - EVs would not form part of the solution. However, like climate change I feel the political climate is now right for early and decisive action.
I'm sceptical of the softly-softly approach that we have seen to get low-carbon vehicles onto our roads - its a failure, as indicated by the failure in Plugged-in Car Grant and other metrics of low-carbon adoption.
UK now need to think of effective fiscal action to force change on major industrial companies - so that they cleanup their act(s)!
One threat to EVs that I do foresee (mentioned before) is that OLEV budget may well be re-prioritzed to see hydrogen powered trucks, busses and vans! Electric propulsion is not practical for heavy long-range vehicles, so EV adoption may well fall back in the priorities.
