My Niro EV manual says there's no need as the lens is designed to not dazzle oncoming drivers when you're abroad.
I would have thought the Soul would be the same. Check the car manual. I only read mine yesterday after having had my car for a week!
Can you point the car at a white wall say 10 to 20 ft away, and observe the high dipped beam pattern? If it does not "kick up" to the left, you should be ok.
Many modern cars, particularly with HID and LED headlamps, have a flat beam pattern suitable for driving on the wrong side of the road without adjustment. It may be worth finding the section in your manual in case you need to explain your lack of beam adjustment stickers to the Albanian rozzers.
