I suspect they (eventually) realised that it was only way to get costs down and make a profit on EVs. It has been reported in some media, official quote below and link provided to official article.

"In 2020, the company plans to introduce a new model built on a dedicated EV platform, while improving cost and technical efficiency in manufacturing EVs through wide-ranging innovations, such as battery system applications"

More likely they were hedging their bets and trying to serve multiple markets with the current models, but have realized that there is massive demand for EVs and its worth doing EV only platforms.
