My range (gen1) hugely varies depending on battery temps. Does anyone know if/how the batteries are cooled? Would it be possible to shroud or lag the batteries for winter use?

The battery on the Leaf is not temperature controlled. There is a cooling system for the charger on the Mk1 (don't know about the mk2) but neither mk1 or 2 has battery thermal management.

AFAIK you cannot lag the battery.

I wonder if there's any ducted air to the battery packs or if there's additional ducting for the Southern USA models?

I don't think there can be... not much anyway..

My battery warms up quite a lot when rapid charging and often gets to 30+C but it never really cools down even when on the move. It takes hours just to cool any amount at all.

Apart from the short range of the Leaf this is one of the technical areas they could improve on IMO.

No idea about the USA models BTW.
