I assume it's possible since at one point (so says the brochure) they did. Has anyone had it apart yet?

I assume you mean the charging cable that comes with the car?

If so then no... it is not possible to use that cable at 16A. The supplied EVSE cable will charge the Ampera at either 6A or 10A. It is designed for use on normal 13A sockets so 16A is not possible.

If you want to charge at home at 16A then you must install a dedicated supply to a home charging pod. If you want to charge at public charging stations at 16A then you must buy a type2 cable.

Sorry to give you the bad news :(

A reminder that I am told the EVSE (charger) supplied with the Ampera is ultrasonically welded and if opened is effectively destroyed - presumably to avoid tampering.
