As an electrician, the easiest option in my opinion would be to move the smaller consumer unit.

Without seeing the rest of the installation, moving the smaller consumer unit could be as simple as installing a smaller weatherproof junction box below the current one and reinstalling.

This would free up a lot of room within the original box, and if the engineer wasn't being lazy upon isolation of the incoming supply more room to install the meter could be achieved by setting out the terminal blocks as required.

Powering two ev chargers would depend on the fuse rating/supply cable/installation.
Two 3kw chargers more than likely.
Two 7kw chargers is a lot of demand.
