My radio won't pause or shut off. If I exit the car and lock it the radio is still playing. If I start spotify it is playing at the same time as the radio.

Any thoughts (apart from rebooting Android again)?

Unfortunately, although I tried this, Google was not able to shutdown the radio (I suspect that she thought she had, but there was clearly a glitch).
I have now rebooted and the problem has cleared (along with my bluetooth and wifi settings - which is why I was trying to avoid doing this).

Yes - no effect.
It seemed as though Android had lost comms with the radio subsystem - ie this is not directly a part of the infotainment system. I could change radio channels, just not stop it. The fact that I could hear the radio at the same time as spotify further reinforced this impression
