I'm assuming you mean the Rolec ones. If so, it really depends.
If you're talking about the home charging units then absolutely. Originals were basic dumb chargers. The more recent ones have started to get smart features I believe, but they're purely optional. If you don't want to set anything up you can just plug in, charge immediately and unplug when you're done. No need for an app. You don't even need to switch it on and off, it will happily just sit there waiting for next use.
If you mean the public chargepoints it depends if they're part of a network. Some are offline and simply plug and charge like the home units i described above. But others will be networked or require payment. This could be with a token, a RFID card, or an app, depending upon who owns and operates it.
