For the last couple of chargers I have noticed my car has only charged at around 4kw per hour rather than 7kw.

I dont know if it is the car or charger could it be because it has been so cold, it would have been -10 when it charged last night,

Almost certainly the car as the Chargepoint only advertises the maximum it can provide and when a car is detected simply closes a relay (contactor) to connect the car 's charger to the mains. Its upto the car to take what it wants upto the maximum advertised ( or to the maximum of the On board charger)
Lithium batteries are prone to cold problems and at negative temperatures don't charge as fast. Some cars heat their batteries to improve charging and discharging.
