It's the nature of digital mapping that road changes can take any where from 12 to 24 months to make it into released mapping. When a new road is opened it needs to be surveyed, then the data needs to be entered into the master map and finally it is released to end user customers. Even though TomTom own the mapping company new (it was previously known as TeleAtlas) it still takes some time for these things to make their way to released map data. Garmin, who use Nokia map date (previously known as Navteq) have the same issue.
