I have been looking online to see if anyone sells a waterproof shroud that goes over the J1772 plug so that when it is plugged into the car it covers the socket to prevent water getting into the socket, was looking to use a universal CV boot and adapt that.... has anyone thought or made something that does the job.

The vehicle inlet and plug should be designed so that water doesn't ingress to the electrical conductors when mated. Most vehicle inlets have drain holes. When not in use, the type 2 inlet should have a water resistant cover.
Suitable enough for rain protection, flood waters or power washing is a different problem.
You appear to be trying to solve a problem that should not exist.

Cheers Simon, but looking at the charge plug Saturday morning after Fridays rain here there was water moisture on the plug. I will have another look at it and see what is happening....

What exactly is getting wet? The outer plastic part that's exposed to the elements?

That's not an issue. The type 1 plug will be IP44 at least, maybe ip55
