Sales in Florida didn't start until late 2011 so I guess could be one reason there are less around than in the "launch" states, plus "gas" is a bit cheaper than some states (e.g CA)
Not sure why, but Orlando is one of the cheaper parts of Florida for 'gas'. We have a place in South West Florida and it is a bit more expensive there. There is a neat map showing USA gas prices at this link - http://www.californiagasprices.com/Price_By_County.aspx
Yeah they do that at Miami too. It is to fleece tourists who need to return their rental car full. They set the price so it is a $1 or so less than the rip-off-price the rental company will charge!
